I would like to add a frame with an image in a footer and then turn it off
or on on the page by showing or hiding the footer. Is this possible? If so,
how? I added the frame on the page tag in the footer, but the frame/image
show on all pages regardless of if the footer is shown or hidden.

Footer on/off only refers to the text. Any frames on the footer area are
just that-- frames which happen to appear in the footer area.
There are two ways to accomplish your task:
1) (preferred). A page tag without the items in the footer. You can have
as many page tags as needed in a publication.
2) After doing the following (from the help file)
1 Click Publication Publication properties.
2 Click the General tab.
3 Disable the Lock page tag objects check box.
Then you can simply delete objects on the page tag at will when viewing
that particular page (it is simply an override of the page tag for that
page, similar in concept to overriding a paragraph or frame tag;
reapplying the page tag will restore the original page tag)
(of course, method 2 exposes you to a lot of fingers errors on every
page! I never use that method.)
