Yes, you can. You will need to open a specific filter exception for
the traffic to be allowed. (In your case something like www-https-st
from private to public, dest. IP address=verizon web site address.
You will also need to configure IE to not use proxy when going to that
site. The first thing to try is to turn off proxy settings entirely in
the browser and go directly to the link involved. If you have the
filters done correctly, that should work. If not, start looking at
what's being blocked by filtering with filter debug.
If it does work, then it's a matter of finding the right URL and syntax
to put it into the IE exceptions list. This can be somewhat trying,
but it's just a matter of trial and error. Using RTMonitor to see
proxy traffic in (nearly) real time is a great help in cases like this.
