Default BM 3.9 and crashing VPNINF.NLM

I have a new install af NetWare 6.5 SP7 with BM 3.9.1.

When I try to run VPN (C2S), it crashes the VPNINF.NLM.
EVen if I try to run VPNCFG prior to configuration, it crashes with:

Auto-loading module VPNINF.NLM VPN SERVER COMPONENT-NetWare VPN

VPNCFG.NLM cannot be loaded until VPNINF is loaded Error processing
External Records. Module VPNCFG.NLM NOT loaded Module VPNCFG.NLM
load status AUTO FAIL
I have tried to re-apply SP1 and reboot, but nothing helps.

Where should I go from here?

You don't have the proper encryption suporting tcp/ip modules in place.
You should have gotten a warning about that during installation. Copy
the contents of sys:\system\tcpip\tcpd to sys:\system, then restart the
server.

What Massimo said. I'm just going to add to be sure you also have the
latest TCPIP version (tcp681k) while you are at it.
